Description

Description

The proposed Project has the following components:1. Upgrading of infrastructure (US$110 million) IBRD; (US$12 million) Counterpart fundingThe component would finance priority basic infrastructure that includes new/rehabilitated facilities for water supply, septage management, WASH facilities, and drainage; integrated municipal solid waste management; and innovative infrastructure, such as solar powered streetlights and green facilities. Sub-component 1.1: Water Supply, Wastewater and Sanitation: This sub-component would support construction of raw water intake and transmission facilities, a water treatment plant (WTP), transmission mains for treated water and storage reservoirs in Bohol. In Siargao, the project would finance water supply, septage management, stormwater drainage for two LGUs, Dapa and General Luna, and WASH facilities in public places. The provinces would be procuring the investments for water supply and septage management through PPP modalities.Sub-component 1.2: Integrated Municipal Solid Waste Management: The proposed project would support the development of waste management systems and infrastructure in Bohol and Siargao. Emphasis would be placed on downstream processes (i.e. waste handling, recycling and disposal) and upstream measures towards waste minimization and prevention. Downstream activities will include development of separation for recycling and disposal infrastructure as well as supporting collection and transportation systems, facilities and equipment; upstream activities will include TA support for regulatory measures towards the most prevalent waste plastics, such as alternatives and replacements.Sub-component 1.3: Innovative Infrastructure: The proposed sub-component would support the construction or improvement of innovative infrastructure such as solar-powered streetlighting and green infrastructure, among others. Under this component, the project would support the improvement of the street lighting system along the 75 km of the Siquijor Circumferential Road, and the 20 km Luyang-Poo-Lazi Road which both serve as main road access around and to major coastal and inland tourist sites of Siquijor island. 2. Promoting local tourism development (US$28 million) IBRD; (US$5 million) Counterpart fundingThe component would focus on promoting local tourism development through tourist site enhancement and implementing a product diversification and livelihood scheme which will facilitate the recovery of local tourism industry from COVID-19.Sub-component 2.1: Tourism Site Enhancement and Management (TSEM) scheme: would be developed to diversify and strengthen the attractiveness of key tourism sites at project destinations. This component would finance civil works and equipment to develop and align sites infrastructures with sustainability principles, and promote an integrated destination offering across the destinations. The scheme will include nature-based solutions and green-gray infrastructure to reduce climate and disaster impacts, improve ecosystem services and enhance resilience.Sub-component 2.2: Sustainable Tourism Adaptation and Diversification Acceleration (STADA) scheme would be implemented to support local economic development with a focus on sustainability and recovery of local tourism industry from the impact of COVID-19. The STADA would provide support to the following: (i) develop alternative tourism-related products owned and managed by community-based tourism organizations (CBTO), such but not limited to ecotourism, handicrafts and agri-products along the tourism value chain; (ii) incentivize micro, small and medium tourism enterprises (MSMEs) to adopt ICT solu tions and invest in climate-smart and green solutions towards achieving international and national standards and accreditation; and (iii) train and build capacity of local Business Development Service Providers (BDSPs). 3. Strengthening disaster risk management, crisis management, and preparedness for health emergencies (US$9 million) IBRD; (US$2.7 million) Counterpart fundingThis component would finance investments in construction and/or upgrading existing disaster and emergency response infrastructure and facilities, including emergency response equipment, sea ambulances and decompression chambers. These investments would enable the TIEZA and LGUs to provide immediate response to distressed tourists, tourism enterprises, and local communities affected by any incident, disasters, crises, and health emergencies.4. Support for policy and project management (US$3 million) IBRD; (US$ 300,000) Counterpart fundingThis component would support DOT, TIEZA and LGUs in project management. Specifically, Component 4 pertains to the provision of technical support to the DOT, LGUs, and TIEZA on various aspect of project planning, implementation, coordination, supervision, and monitoring of the different components of the SIRT project. This component will finance: (i) operating cost of the project implementing and coordinating entities at the national and provincial levels (where possible, the LGUs would contribute personnel and other incremental costs); and (ii) consultants to support implementation, procurement, financial management, safeguards compliance, construction supervision, and monitoring and evaluation.
