The development of objective of the Health System Resilience Project for Philippines is to improve utilization and quality of health services, and enhance health emergency prevention, preparedness and response in the project provinces. The project comprises of four components. The first component, strengthening climate-resilient provincial health systems objective is to increase the utilization and improve the quality of health services in the project provinces. It consists of following sub-components: (i) building climate-resilient infrastructure for quality of care; (ii) improving workforce and governance for quality of care; and (iii) performance-based grants (PBG) to improve health service delivery at the provincial level. The second component, strengthening health emergency prevention, preparedness, and response (PPR) systems objective is to enhance the country’s prevention, preparedness, and response to health emergencies, including climate-driven adverse events. It consists of following sub-components: (i) strengthening disease surveillance systems; (ii) strengthening public health laboratory network; and (iii) strengthening health emergency response systems. The third component, building an enabling environment, project management, and monitoring and evaluation (M&E) objective is to build an enabling environment for strengthening climate-resilient provincial health systems and health emergency prevention, preparedness, and response (HEPPR) systems. It consists of following sub-components: (i) strengthening health sector stewardship; (ii) advancing digital health transformation; (iii) community engagement and outreach; and (iv) project management and M&E. The fourth component, contingent emergency response component (CERC) may be used following natural disasters or other crises and emergencies, allowing funds to be reallocated from other components of the project.
