Description
Description | This project will strengthen the skills system in the Philippines and improve the availability of relevant skills in specific economic and development sectors. First, it will finance interventions to improve the enabling mechanisms — the necessary conditions — that underlie effective skills training systems. It will do this through system-level reforms, such as building TESDA's institutional capacity to steer the sector; addressing barriers to information and strengthening information systems. This component will benefit all sectors and geographies. Next, it will focus on specific regional economies and sectors, given their growth potential. The economies include the 17 sites funded by the ADB-supported project SIPTVET and DICT's 23 digital cities. Sectors include economic sectors (construction, agri-fisheries, semi-conductors, and ICT) and development (early years workers). Here it will (i) improve foundational skills and access to skills training programs through the skills passport system; (ii) implement the EBET Law; and (iii) strengthen selected TESDA Technology Institutes. The project will finance minor civil works, including renovation and refurbishment of facilities. It will also finance equipment, including electronic equipment. |
