10 year contract (2000-2010) was awarded by governmental Provincial Waterworks Authority (PWA) to Require Construction Co. Ltd. on July 23, 1999. Water purchase and sale started on December 15, 2000. PWA defined it as “Capacity expansion for Phuket Waterworks (Build-Own-Operate)”.The overall committed investments apparently were about 1,965,007 $US (73 million Baht). Under the BOT concession, the private sector was to invest in the construction of the waterworks and water distribution system. The private sector was to secure and develop sources of raw water for tap water production and supply the tap water to the authority for re-sale to users. All assets had to be transferred to the authority upon expiration of the concession. Before bidding, it was estimated that the waterworks project in Phuket required a 1,200m baht investment, excluding investment for raw water supply procurement. Seventeen potential bidders included Gulf Electric, a joint venture between ThaiMeter, George Kent and Berhad, Require Construction, Hydrotech, Mitsubishi, N.K.K., Civil Engineering, CGE, a joint venture between Noppavong Construction and Sittichai Engineering, Lyonnaise Des Eaux, Premier Infrastructure Development, Ch. Karnchang, Chemitreat (Thailand), a joint venture between Thepprasit Development (1989) and Thames Water International Service, Taico International (Thailand), a joint venture between Sulcon, PTE and Sulcon-Thai, and Biwater International. check if the period was not extended to 25 years
