The Pilot Fishery Development Project has the main objectives of improving the operation and management of fishing ports, introducing an effective institutional framework for community-driven co-management of marine resources, and restoring the country's previous capacity in aquaculture as well as exploring the potential for further development of aquaculture, particularly for high value species. To achieve these aims, the project supports three main components. The first component rehabilitates fishing port facilities and supports the institutional strengthening of Fishery Management Organizations to improve their management of fishing port facilities, and to promote self-regulation as the key to sustainable marine resource management. To that end, the project recruits national coordiantors and regional promoters, supplies international technical assistance to the FMOs, prepares fishery management plans, develops marine ecotourism, and supports training and demonstration programs. The second component provides support to restock carp in reservoirs, supports the Koran restocking program, and pilots a program to test the aquaculture of new marine and fresh water species such as tilapia and shrimp. The third component finances legal training and assistance for preparing technical documents, provides legal assitance to support the Fisheries Directorate, supports a fisheries management information system, and prepares a business plan for the Fishery Research Institute.
