The Pilot Reconstruction Project for Azerbaijan aims to finance the first phase of the program for the Resettlement and Reconstruction of the Liberated Areas, which a) facilitates the repatriation of internally displaced persons; b) establishes and strengthens institutions involved in the voluntary resettlement of IDPs, de-mining and the reconstruction of areas affected by the conflict; and c) assists in raising and coordinating support from international donors and nongovernmental organizations to raise the basic standard of living for IDPs. There are 6 components: 1) supporting voluntary repatriation aided by establishing a relocation agency; 2) rebuilding/repairing housing; 3) creating employment and generating income through micro-credits for starting up small businesses; a small public works program; funding agricultural inputs, livestock, equipment, machinery, and on-farm demonstrations; providing land titles; rebuilding irrigation infrastructure; organizing water users associations; and improving public awareness; 4) financing structural repair and rebuilding health care facilities and schools; and procuring essential drugs, medical supplies and equipment, and school furniture; 5) rebuilding and repairing infrastructure, and power transmission and distribution; and 6) enhancing the capacity of agencies involved in rehabilitating IDPs, in de-mining, and in reconstructing areas affected by the conflict over Nagorno-Karabakh.
