The Pilot Water Supply and Sanitation Project will enhance the country's welfare, namely within the poorest rural areas, and medium-sized towns and cities, by improving the quality, efficiency, and sustainability of water supply and sanitation services. Project components stipulate: 1) investments for improved urban water efficiency will be economically justified at the least-cost priority investment, based on an investment strategy for a system improvement that lowers energy, and other operating costs. Technical assistance and advisory services will support, and conduct analyses for further least-cost priority investments; 2) village water supply and sanitation improvements, will be implemented through cost-recovery procedures to cover the system's operation and maintenance. It shall include training for the newly formed waterworks, and for the protection of shallow wells, in addition to a promotion of the national hygiene and sanitation campaign, and, development of user associations in rural areas; 3) institutional strengthening and capacity building programs will be supported, through technical assistance, and training of personnel based on a needs assessment, envisaging the involvement of local operators in the sector; 4) engineering and technical expertise will support the planning, design, and implementation of investment programs, final designs, procurement, and supervision of construction investments; and, 5) project management should support operating and project related expenditures, such as auditing and procurement procedures.
