To generate internationally comparable evidence on student learning outcomes in the Caribbean and provide a robust foundation for system monitoring, policy design, and reporting on SDG 4 by 2030 by expanding the participation of Caribbean countries in the 2029 PISA cycle. Specifically, the TC will strengthen institutional capacity to measure and monitor education quality through internationally comparable learning assessments, and enhance the use of education data to inform education policy decisions that improve human capital investments.
