Description | Objectives: - to build capacity of law enforcement officers to respond to hate crimes and hate speech; - to address underreporting by building trust between affected communities and law enforcement; - to strengthen institutional cooperation between national authorities, civil society organizations and affected communities. Activities: - research on hate crimes and hate speech situation; - capacity building trainings for law enforcement; - cooperation among key stakeholders to promote effective institutional response (e.g. working group sessions); - awareness raising to encourage reporting by affected communities. Type and number of persons benefiting from the project: - law enforcement officers – app. 250 individuals; - members of affected communities (i.e. LGBT*, Roma, foreigners, ethnic/national minorities and people with disabilities) – app. 20. 000 individuals; - policy and decision makers, legislators, civil society representatives – app. 1.000 individuals; - members of the general public – app. 50.000 individuals. Expected results: - increased capacity by law enforcement officers to respond to hate crimes and hate speech; - increased reporting by affected communities; - strengthened institutional cooperation between national authorities, civil society organizations and affected communities. Type and number of outputs to be produced: - 2 focus groups, 1 quantitative survey on public attitudes, 1 national report, 2 publications based on national report, 5 video testimonies by hate crime survivors, 1 international conference; - 1 training methodology, 1 e-learning tool, 1 training of trainers, 14 trainings of law enforcement, 1 set of recommendations for improving training methodology; - 1 developed cooperation protocols, 8 advocacy meetings, 1 set of recommendations for the key policy documents; - 5 meetings among law enforcement and affected communities, 1 billboard campaign, 1 promotional video, 1 social media campaign, 2 reporting platforms |
