Description
Description | The Brazilian company Oleoplan S.A. - Oleos Vegetais Planalto was granted the authorization to build a wind power plant located in the state of Rio Grande do Sul (26.6 MW in total capacity, municipality of Viamao). The sponsor created the company Enerplan Energia Eolica III S.A. to manage the project The 35-year contract was signed with the regulatory agency ANEEL in June 2012. The total investment in the power plants was estimated at US$ 30.6 million (BRL 102.2 million). In July 2015, the state-owned bank BNDES approved a US$ 19.7 million (BRL 65.7 million) loan to the project. The remaining project investment cost was equity financed. The power plant won the public bidding run by the government for the sale of energy to the country´s distribution companies that took place in 2011, by offering a tariff of US$ 65.6/MWh (BRL 107/MWh). The project company signed 20-year power purchase agreements with the several electricity distribution companies, and the agreements included the annual adjustment of the tariff to the inflation rate. Enerplan committed to start supplying the market in 2016. The projects were granted the right to take part in the government program called Regime Especial de Incentivos para o Desenvolvimento da Infra-Estrutura (Reidi). Companies selected to take part in this program were given tax cuts in the acquisition of capital equipment and construction material acquired both in the domestic and international markets (this incentive represented a cost reduction of about 9.25%). In addition, companies were allowed to use accelerated depreciation methods of accounting for construction expenditures. Finally, the electricity sold were not subject to sectoral taxes. Construction works commenced in March 2015 and were underway as of December 2015. Contract available at: http://biblioteca.aneel.gov.br/index.asp?busca=legislacao_avancada |
