Description

Cornelder de Mocambique (CdM), a joint venture between the Dutch company Cornelder B.V.and Mozambique’s port and railway administration CFM, was awarded a 25 year concession to run the port of Beira in central Mozambique. CdM took over the management of Beira container terminal and Beira general cargo terminal from CFM in October 1998. CFM has a 30% stake in CdM and the balance is held by Cornelder. In 2003, CFM increased its stake in CdM to 33%. The contract included rehabilitation of the port, notably securing the concession area, repair of machinery and equipment and provision of additional handling equipment. Cornelder invested US$ 15 million in the first five years of the contract. Ownership of sea and land based infrastructure was not transferred to CdM. According to the concession agreement, CdM had to pay a fixed annual fee of US$1.5 million to the conceding authority (in this case, Government of Mozambique GoM), and this fee was indexed to the movement in consumer prices and was revised every two years. In addition to the fixed fees, CdN paid a variable fee of 10% of gross revenues in excess of US$ 15 million. CFM did not conduct an open tender to award the contract. In July 2004, Cornelder-Quelimane, a joint venture between Cornelder Mozambique and CFM, signed a lease agreement with the Government of Mozambique to manage the port of Quelimane. The port of Beira's facilities include a container terminal and a general cargo terminal, both of which are concessioned to Cornelder de Moçambique. The port also has a liquid bulk facility.
