Description | In September 2008, the Government of Guinea awarded a 25-year concession for the operation and expansion of the port of Conakry to Getma International, a wholly owned subsidiary of French company NCT Neotrans. The concession was awarded through a competitive tendering process involving four bidders (Bollore, Maersk, Getma International and PCB Afrimarine). The bidding criteria was not publicly available. Under the term of the agreement, Getma International was expected to operate the container terminal for 25 years and to invest over US$138 million in three main phases: the renovation of the existing structures, the extension of the existing terminal by 120,000 sqm, and the equipping of the entire facility. The private sponsor was also expected to pay fees to the government on several levels: - The entry fee or operating fee, representing US$21 million, in return for the exclusive concession, - The fixed annual fee for occupancy of the port area, - The variable fee paid monthly based on the volumes of containers handled. Getma International took over operation in June 2009. After the election of Guinea's new President Alpha Conde in December 201, the Guinean government revoked the concession agreement with NCT Neotrans, for failure to meet the concession's obligations, and awarded the deal to Bollore. Bollore signed a new concession of 25 years in March 2011. |
