The project involves the modernization, re-equipping and an increase of the trans-shipment capacity for Kherson Sea Port at the mouth of Dnipro River, Ukraine. This is the country's first PPP concession with a private JV lined up to take over the 30-year concession for the seaport, following an open international tender. The JV consists of Ukraine’s port operating company RISOIL and Georgian Industrial Group. The variable concession payment offered by the winning consortium was 10x higher than that required by the procurement notice. The exact bid is: (1) variable concession payment rate of 7%; (2) fixed concession payment amounting to UAH 12 million ($0.45m); (3) investment commitments of UAH 300 million ($11.2m).
