The waiver will be in effect for three years until 2028 or until 5,000 new housing units are built. The fees, which support infrastructure improvements such as sewer, water, parks, and transportation, will be waived for new housing projects, with the city projected to lose about $63 million in SDC revenue over this period. The measure requires projects to have a building permit issued, initiate construction, and reach specific milestones by set dates, or else the city can require payment of the full SDC value and withhold the certificate of occupancy. |
