Description

Description

The District of Columbia Water and Sewer Authority (DC Water) experienced what may be the largest sewage spill in American history, with 300 million gallons of raw sewage spilling into the Potomac River. During this period, DC Water was also focused on diversity, equity, and inclusion (DEI) initiatives, awarding approximately $520 million in contracts to disadvantaged and women-owned business enterprises. The spill began in January 2026, and DC Water admitted to errors in reporting contamination levels. The EPA had previously suspended its Fair Share objectives for minority contracting following political pressure, but DC Water continued to list goals for awarding contracts to minority enterprises.
