Description | The Potter Valley Project is a century-old hydropower and water diversion system in Northern California owned and operated by Pacific Gas and Electric (PG&E). PG&E submitted an application to surrender the operating license and a decommissioning plan to the Federal Energy Regulatory Commission (FERC) in July 2025, citing economic non-viability. The plan includes removal of Cape Horn Dam and Scott Dam and construction of a new diversion facility by the Eel-Russian Project Authority (ERPA) at the Cape Horn Dam site using parts of existing infrastructure. The US Department of Agriculture (USDA) has intervened in the regulatory proceedings, expressing concerns about negative impacts on agriculture, rural communities, and federal land management. |
