Description | The Potter Valley Project includes Scott Dam, Cape Horn Dam, and a hydropower plant in Mendocino and Lake counties, California. Southern California water agencies, including Riverside County’s Elsinore Valley Municipal Water District and the San Gorgonio Pass Water Agency, are exploring possible involvement in the future of this aging water diversion system. The project is being considered for potential use as a pumped-storage hydroelectric facility to generate electricity by pumping water between Lake Pillsbury and Van Arsdale Reservoir, leveraging the existing dams and tunnels.
