The Potter Valley Project is a hydroelectric power plant and two related dams in Northern California. PG&E plans to decommission the 117-year-old powerhouse and two dams, including Scott Dam and Cape Horn Dam, which have not produced electricity since 2021. The project involves removing the dams and the diversion tunnel to help revive salmon and steelhead trout runs. PG&E must submit final plans for decommissioning to the Federal Energy Regulation Commission (FERC) by July 29, 2025, with the earliest surrender order expected in 2028. Sonoma Water is working on a two-basin solution involving a new diversion tunnel (NERF) to maintain water supply during high-flow periods and is investing in additional water storage solutions to mitigate the impact of the decommissioning.
