The objective of the Program for Alleviation of Poverty and Social Costs of Adjustment Project is to immediately address some of the most pressing social concerns of Uganda's most vulnerable groups. In the medium term, the project aims to strengthen the institutional capacity of the Government to identify, formulate and maintain interventions for assisting the country's most vulnerable groups. The project would include assistance for: (a) small scale village infrastructure improvements on a self-help basis; (b) primary education rehabilitation in 12 of the poorest districts; (c) urban infrastructure improvements in water supply and sanitation; (d) community based health services for disadvantaged residents of a selected district, and programs of assistance for orphans and widows; (e) strengthening the Government's capacity for improved social planning including formulation and implementation of policies to alleviate the social costs of adjustment; and (f) program administration.
