Description
Description | The Poverty Alleviation Fund Project's development objective is to support Nepal in implementing a new, targeted instrument - the Poverty Alleviation Fund (PAF) - for reaching poor and excluded communities. It aims to improve access to income-generation projects and community infrastructure for the groups that have tended to be excluded by reasons of gender, ethnicity and caste, as well as for the poorest groups in rural communities. There are five main project components. Project Component 1 supports Income generation projects targeted to the poorest and excluded groups. Examples would include micro-irrigation, micro-enterprises, crafts, land productivity, animal husbandry, and others. Project Component 2 supports Small Scale Village and Community Infrastructure: Examples would include engineered trails, footbridges, schools, clinics and other "public goods" which are small scale and can be managed by community groups or Village Development Committee (VDCs). Project Component 3 supports innovations and special programs. This component would provide a small amount of finds in a demand-driven window to finance proposals of special merit related to PAF objectives. Project Component 4, a capacity building component, comprises five sub-components: Mobilization of Community Group, with particular attention to the needs of marginalized groups; Capacity Building for local bodies focusing mostly on capacity building to help VDCs; Capacity Building of Target Groups focusing on organizing special training and related activities to enhance the skills of target beneficiaries on their chosen areas of activity; Support to Micro-finance Intermediaries; And a Monitoring and Evaluation System for self-learning. Project Component 5 finances project administration, financing project staff, establishment and operating expenses including financial, procurement and environmental management. |
