The aim of the project (phase 2) is to improve the population's access to municipal infrastructure and services and to strengthen the municipalities in the area of local governance. In addition, the municipal investment measures promote the participation of the municipalities in the decentralization process. The rapid provision of urgently needed basic infrastructure is intended to achieve visible improvements in the living conditions of the population and thus quickly noticeable stabilization effects after the political crisis. Rapid effectiveness and high visibility therefore play an important role in the selection of measures and implementation modalities. The use of labor-intensive measures also has an immediate poverty-reducing effect. The project makes a contribution to the national interim development plan (Plan National de Développement (PND) intérimaire). The two regions of Boeny and Diana, in which German environmental development programs are already active, were initially selected for the project.
