Poverty Reduction Support Loan

The Poverty Reduction Support Loan (PRSL) is designed to support an improved framework for public policy management and economic governance in Uganda. The projet will provide direct budget support to Government of Uganda’s (GOU) for implementation of its poverty reduction strategy set out in the PEAP/PRSP. The loan will support concrete reforms in three core areas under pillar 2 (Governance and security) and pillar 4 (improving the quality of life of the poor) of the PEAP/PRSP. The three core areas to be supported by the loan are good governance, improving the quality of primary education, and improving the quality of health care. The principal components of the program comprised of the following: i) Public expenditure management; ii) Governance including its subcomponents of a) public service management; b) public procurement; c) financial management and accountability; d) anti-corruption measures and e) legal and judicial reform iii) Delivery of quality social services, with emphasis on two main sub-components: primary education and primary health care. Thus, taken together, and effectively implemented, the measures supported by the proposed loan will provide an improved environment for economic growth, social and human development and poverty reduction.
