Opportunity In January 1997 the City of Brampton signed an agreement with Brampton Sports Centre Inc., a partnership of two private developers in order to design, build, partially finance, operate and lease a new Brampton Centre for Sports and Entertainment—renamed the Powerade Centre in 2005. At the time the City was running out of space in existing sports and recreation facilities and was unable to keep up with residents’ recreational demands but did not have sufficient funding to finance the project by itself. Innovations The project was an early municipal level P3. Results Situated on a 130-acre sports park, the facility includes four ice pads—three practice pads and one 5,100 seat rink; a 300-seat restaurant; 200-seat bar; sports shop; 28 private suites; and the Brampton Sports Hall of Fame. The facility is home to the Ontario Hockey League’s Brampton Battalion, the National Women’s Hockey League’s Brampton Thunder and the Ontario Lacrosse Association’s Brampton Excelsiors. The Powerade Centre is one of the largest indoor/outdoor facilities of its kind in Canada and sees approximately one million visits per year. Once the private partners receive their annual return on equity of $230,000 and the City receives its annual loan repayment of $250,000. All profits from the facility are split 60 per cent for the City and 40 per cent for the private operator. The sports and entertainment complex supports approximately 140 jobs.
