Description

Description

PULSE-C: Powering Cuba’s Higher Education with Green Energy & Digital Transformation The PULSE-C project supports Cuban Higher Education Institutions (HEIs) in advancing the twin transition—integrating renewable energy (RE) and strengthening digital infrastructure. Given Cuba’s vulnerability to climate change and frequent power disruptions, this initiative aligns with the EU’s Global Gateway strategy to improve energy security, sustainability, and digital reliability. Objectives: 1) Ensure quality training for staff and students in RE mgmt. in Cuban HEIs 2) Contribute towards energy efficient and operationally reliable digital and academic services on HEI campuses 3) Support the development and implementation of data-driven twin transition policy plans for Cuban HEIs. 4) Support the Ministry in the development of national policies and instruments for the green and digital transitions of HE in Cuba. Approach: • Data-driven decisions: Energy audits & infrastructure assessments. • Capacity building: Training in RE & digital operational resilience. • Scalable solutions: Case studies at five HEIs ensuring replicability. • Policy development: Support for Cuba HEI’s twin transition roadmap and the Ministry of Higher Education’s own twin transition. Impact: • Short-term: Improved digital uptime & staff expertise in RE. • Medium-term: Reduced staff turnover & enhanced HEI services. • Long-term: National policies on green energy & digital transformation, increased investment, and Cuba as a model for sustainable HEI transitions in Latin America. This initiative positions Cuban HEIs at the forefront of climate-conscious education while fostering EU-Latin America cooperation. PULSE-C is a blueprint for global HEIs seeking sustainable and digital innovation.
