Pre-load Air Cargo Targeting (PACT)

Transport Canada’s Pre-load Air Cargo Targeting (PACT) aims to identify and apply mitigation measures to high-risk air cargo shipments before they are transported to Canada. This is achieved through the risk assessment of pre-loading advance cargo information (PLACI) with the assistance of advanced analytics. An Algorithmic Impact Assessment (AIA) was completed pursuant to the Treasury Board’s Directive on Automated Decision-Making, which will be published prior to the system launch. The Regulations Amending the Canadian Aviation Security Regulations, 2012 (Air Cargo) have been pre-published in the Canada Gazette, Part I in March 2023 and the 75-day consultation period ended June 1, 2023. The regulations will come into force upon publication, which is targeting late Fall 2024. Air carrier onboarding commenced in January 2024 and must be completed ahead of the coming into force of the regulations (late Fall 2024).
