The preparatory technical assistance (TA) will develop capacity in the housing and mortgages sector in the Kyrgyz Republic to create the enabling environment to implement the ensuing project. The TA will develop a Green Mortgage Finance Program by (i) designing a green mortgage loan product to support the low-to-moderate income population; (ii) developing underwriting criteria for mortgages to be offered; and (iii) support in identifying green housing criteria incorporating local building codes and international requirements to be applied for eligibility of housing for the project. The TA will also evaluate the capacity of SMC to serve as an implementing agency and identify areas of support necessary during the course of the project.
