The TA will help the government develop the capacity to prepare and implement the ensuing RBL program. The outcome will be the government and key stakeholders are capacities to design and implement the proposed results-based program to transform the skills development system of the country.Output 1: Strategic policy and expenditure framework prepared. This output will support the government in defining the results-based strategic framework for the RBL program. The TA will assist in preparing key conceptual documents, cost estimates, policy notes, and legal and regulatory instruments necessary to operationalize core program reforms. It will also support the development of an expenditure framework aligned with the disbursement-linked indicators (DLIs), including analysis of financing needs, funding gaps, and sustainability scenarios. The output will contribute to a coherent policy and financial foundation for the program, ensuring alignment with national education priorities and ADB's results-based financing requirements.Output 1: Strategic policy and expenditure framework prepared. This output will strengthen institutional capacity and provide targeted policy advice to key stakeholders involved in the design and implementation of the RBL program. The TA will support capacity building on areas such as disaster- and climate-resilient education infrastructure, implementation of National Qualifications Framework (NQF), competency-based curriculum, and quality assurance mechanisms. It will also include sharing of international best practices from TVET reforms in other Asia and Pacific countries through peer-learning sessions, workshops, and regional knowledge exchanges (in person or virtual). The output will improve stakeholders' readiness and technical understanding of the RBL modality, contributing to smooth implementation and reform sustainability.Output 3: Meaningful stakeholder consultations conducted. This output will facilitate inclusive and participatory stakeholder engagement at national and local levels to ensure the program design reflects the needs and priorities of beneficiaries. The TA will support a structured consultation process involving education institutions, TVET providers, teachers, students, employers, local authorities, and civil society organizations. The consultations will include general and thematic dialogues, roundtables, and digital engagement platforms such as online surveys and social media campaigns. The objective is to build broad consensus around the proposed program scope, disbursement-linked indicators, and reform directions, while ensuring the voices of women, youth, rural communities, and disadvantaged groups are incorporated.
