The overall goal is to reduce the growing crime rates in the municipalities of Cariacica, Serra, Viana, Vila Velha and Vitória, which integrate Metropolitan Region Espírito Santo) and which accounts for 68% of all homicides and 75 % of total homicides of youth 15-24 years old. The specific objectives are: (i) increase the effectiveness of the Civil Police and the Military Police Espirito Santo (ES) in the control and prevention of violent crime, (ii) reduce the crime rate of young people aged 15 to 24 years under risk of becoming victims of violence; and (iii) reduce recidivism of young people in conflict with the law. The Program includes three components: (i) Police effectiveness for the prevention, control and deterrence of crime (US$ 28.0 million), Social Prevention of Violence (US$ 28.0 million) and (iii) modernization of the resocialization process (US$ 10.6 million)
