In June 2006 the Nigerian Communications Commission (NCC), the government’s telecom sector regulator, awarded a 10 year “unified access service license” to private operator Prest Cable & Satellite TV Systems Limited (PresTel). The license allowed PresTel to offer National Digital Mobile Services, National Fixed Telephony Services, National Long Distance Services, International Access, Internet Services Provision and Broadband Multimedia Services. The NCC website did not publish the total fees paid by PresTel, but indicated they were paid in full by the end of 2006. Press articles placed the licensing fees at N260 million ($2 million). At the end of 2006 PresTel was majority owned by GV Telecom, incorporated in the British Virgin Islands. In May 2007 PresTel signed an agreement with Hauwei have signed a $250 million equipment contract for a CDMA 1x & EV-DO network rollout. By mid 2007 PresTel claimed to cover eleven out of the 36 states in Nigeria.
