Description | The PPRD East 4 programme aims to strengthen disaster risk governance, improve emergency preparedness and response capacities, and enhance integration into the UCPM across Armenia, Azerbaijan, Georgia, Moldova, and Ukraine. The programme’s objectives are: - Reinforce national disaster risk management governance through enhanced risk assessments, legal frameworks, and inter-institutional coordination - Improve operational preparedness through inclusive, multi-risk emergency planning, strengthened Early Warning Systems, and integration of scientific knowledge into decision-making. - Institutionalise volunteerism and civil society engagement in disaster risk reduction frameworks. - Support alignment with UCPM procedures and promote cross-border cooperation and interoperability through training, exercises, and technical exchanges. - Mainstream cross-cutting issues (gender equality, environmental sustainability, human rights) across all activities. These objectives will be achieved through a modular structure organised into four Work Packages (WPs): WP1 visibility, monitoring, and cross-cutting integration. WP2 DRM governance, risk assessments, emergency planning, EWS, TTX and volunteer engagement. WP3 capacity-building for UCPM integration through training, exchanges, and alignment with EU civil protection standards. WP4 FSX to test plans, coordination mechanisms, and early warning-to-early action processes. A participatory and adaptive approach ensures national ownership, institutional sustainability, and effective knowledge transfer. A Monitoring and Evaluation system supports results tracking and quality control. PPRD East 4 directly contributes to UCPM objectives by improving disaster resilience, supporting UCPM integration for Partner Countries, promoting cross-border cooperation, and embedding EU standards. It builds on the achievements of previous phases and is fully aligned with the Union Disaster Resilience Goals. |
