Description | The Primary Health Care Project in Tajikistan, will test a model of health care delivery, based on primary care, and per capita resource allocation, to improve service delivery, and quality of health care. Within the strategic context, the project will enhance critical social services, assist vulnerable groups, and build institutional capacity. There are four components. 1) Training will be provided under the primary health care development component, supporting health care services delivery. It includes activities in physician retraining programs; development of specific disease management protocols and treatment guidelines; production of teaching materials; development of a national health sector human resources training plan; ensuring standards for family health centers, compatible between training and facility upgrading components; and, medical personnel retraining. 2) The health facilities rationalization, and development component, will ensure implementation of health systems plans in two regions, in consultation with local administrations, service providers, and stakeholders. 3) The health care financing system, will develop a methodology for population-based funding at the regional level, to be tested only in pilot regions. 4) Management and institutional capacity within the Ministry of Health, and, administrations in pilot regions/hospitals, will be strengthened. |
