Description | The Mother-Child Health VI-VIII project is intended to complement in a meaningful way the measures (construction and equipment of a third-level perinatal center in Bishkek) of the previous project (Phases IV/V; BMZ No. 2007 66 543/ 2007 70 388/ 2009 66 622/ 2009 70 301). Based on a systemic approach, the project proposed here is intended to serve the further development of a functional reference system in the area of mother-child care. The FC measure consists of the construction and equipment of a tertiary-level perinatal center on the main campus of the Inter-Oblast Hospital in Osh and the capitalization of the investment through training and educational measures anchored in the accompanying measures. At the development cooperation programme objective level, the project contributes to improving access for all population groups and genders, particularly in rural areas, to basic health services that are based on international standards and are sustainably financed. At the module objective level, the project improves the use of case-appropriate care services (in accordance with the National Perinatal Care Improvement Programme 2008-2017) in the perinatal centre, which is also used as a teaching and training unit, as well as the use of the multi-level care network for high-risk pregnancies and sick premature and newborn babies in the south of the country, including rural areas. The target group of the project includes high-risk pregnancies, mothers and premature and newborn babies in the southern oblasts of the country (Osh, Jalal-Abad and Batken). The total cost of the FC programme is estimated at EUR 14.5 million. The cost of the material investments amounts to EUR 13.75 million and that of the accompanying measure EUR 0.75 million. Financing includes an FC contribution of EUR 13.0 million, of which EUR 12.5 million for investment measures and EUR 0.5 million for accompanying measures, as well as a Kyrgyz contribution of EUR 1.5 million. |
