Description | Decree No. 10,106, of November 6, 2019, qualified the development policy for state prison systems for the purpose of studying alternative partnerships with the private sector for the construction, modernization and operation of units to comply with the purposes of the development and partnership policy. in public infrastructure projects in the States, Federal District and Municipalities. The Ministry of Justice demanded the qualification of the policy due to the diagnosis of a significant shortage of places in the prison system and indications of inadequacy of public facilities for the resocialization of prisoners. The studies carried out sought to identify models that enable the contracting and management of prison systems with the potential to improve public services in support of states, through the resocialization of prisoners through job training and education. The foundation of the prison-industry model ensures the means for inmates to contribute part of the costs of their stay, while education and professional qualifications are offered by the state, making it easier for those leaving the prison system to enter the job market, in addition to possibility of reducing the sentence, and reducing recidivism rates. The structuring of the studies is based on the premise of complying with the Penal Execution Law – LEP in its entirety, offering greater efficiency in the operation of prison units with the modernization of penitentiary operations through the expansion of the use of technologies and the architecture of penitentiaries. The project presents tools for the public authorities, through criminal police officers, to act in the strategic functions of intelligence and security, valuing the performance of these employees with a view to better results for the public service provided to society. To carry out the pilot projects, the states of Rio Grande do Sul and Santa Catarina were selected. The modeling is structured by BNDES in conjunction with the Ministry of Justice, with the Special Secretariat of the Investment Partnership Program of the Civil House of the Presidency of the Republic (SEPPI) and State Governments, with support from the Inter-American Development Bank – IDB. The financial modeling is structured by a consortium led by PwC, contracted by BNDES.
