The project will finance technical, financial and legal consulting services to assist the CMEP in the process of modernization of the public electricity utility, EDH, under a concession contract. The consultants will prepare the bidding documents, the concession contract and other documents regarding investment needs in EDH, that will eventually serve as the basis for soliciting bids for the concession. The specific task that will be carried out by the consultants is to review and finalize the documents needed for the international public tender to achieve the modernization of EDH under a concession contract and to review and finalize the concession contract and its annexes, as well as all other documents necessary for the bidding process. The concession contract will place emphasis on aspects such as: (i) the investments to be done by the concessionaire and the uses of such monies; (ii) to ensure the transparency of the process with the purpose of obtaining the best economic results possible, by preparing final non negotiable contracts.
