The Private Sector Development Technical Assistance Grant Project, will enable, and improve the business environment for private sector growth in Kosovo. Its components will: 1) support the establishment, and operation of a modern business registry system, which will allow enterprises to acquire legal personality, as described in the new business organization regulation. Advisory services will be provided to draft legislative, and administrative instruments, design the transitional mechanism to transfer the registry under the Commercial Court, and, explore the development of a pledge registry. Computerization will be in place to implement the transfer of functions, and development of the new registry, and, advisory services will also be provided on database application, the development of public information campaigns, and to assist the United Nations Interim Administration Mission in Kosovo; 2) strengthen the capacity of the Commercial, and Supreme Courts, and, improve the quality of legal services. Emergency training will be provided to commercial judges, and legal practitioners; law libraries will be established; commercial regulations will be drafted, and, a legal aid program will be piloted, to finance legal professionals; and, 3) assist in the development of basic accounting standards, provide training for local accountants, and, assist in establishing an accountants association.
