The Office of the Revenue Commissioners (Revenue) is seeking funding in respect of 9 work packages consisting of handheld backscatter x-ray systems, ion mobility spectrometers for trace detection, spectroscopy (raman), endoscope equipment, x-ray baggage screening units and a mobile x-ray scanning van. The objective of overall project is to replace end of life equipment where needed, acquire new equipment to expand capability and enhance performance to maximise our ability to safeguard the EU border. The work packages identified will help facilitate trade and protect the health and safety of all EU citizens by facilitating customs controls being performed efficiently and effectively. They will help protect the Customs Union from illegal trade while facilitating legitimate business activity. New equipment will ensure that each BCP is adequately equipped to implement the common customs legislation, in the least intrusive manner, providing appropriate and effective technical equipment for controlling goods entering and leaving the Union. The procurement process will be conducted in adherence with relevant national and EU legislation and public procurement guidelines. This will ensure the cost effectiveness of the project and that the most economically advantageous tender is selected. All mobile equipment will be available for other BCPs within Revenue to use as risk and trends dictate. Revenue will continue to share details of detections of prohibited and restricted goods and identified trends with colleagues across the EU through Mutual Assistance channels and various relevant EU fora. If successful in this bid, a local project team will oversee the immediate implementation of each package. Central oversight will be provided by senior management in Revenue’s Investigation, Prosecution and Frontier Management Division. The funding and use of these work packages will reinforce the effort and capacity of Revenue acting as one to protect the single market.
