The PSSN 3 Project will continue to support Tanzania’s flagship safety net program, providing targeted assistance to extreme poor and vulnerable households with the objective to enhance the current and future income-generating opportunities of beneficiaries. The project will deliver integrated interventions designed to: (i) stabilize income to promote and protect human capital, (ii) encourage savings and facilitate the transition to improved livelihoods, (iii) boost productivity and income-generating capabilities, and (iv) build resilience against shocks and the long-term impacts of climate change. The project will continue to support PSSN core activities: productive cash transfers, economic inclusion, and climate-smart public works. The productive cash transfer program will remain at the core of the project, emphasizing human capital development. It will be complemented with livelihood and economic inclusion activities that aim to create better jobs and increase household income through savings and asset accumulation, better risk management strategies, and a shift toward more productive, climate-smart employment. A climate-smart public works program will offer safety nets during the lean season, mitigating food shortages through sub-projects that generate community assets and contribute to local climate change adaptation and mitigation strategies. The project will also support the PSSN program’s evolution to a more sustainable Adaptive Social Protection (ASP) model. To do so, the project will invest in digital and dynamic delivery systems, including development of a new MIS and expanding the TASAF social registry, creating a potential platform for a national unified social registry. These systems will enable more efficient and effective responses to the needs of vulnerable populations, which could facilitate targeted interventions across sectors like education, health, and disaster response.
