PROGRAMME D'AJUSTEMENT STRUCTUREL III

The third Structural Adjustment Programme of Chad (SAP III 2002-2003) is in keeping with the Government’s reform programme (2000-2003). It's designed in a context marked by oil investments with a view to exploiting the DOBA and Sedigui oil reserves. Indeed, after the reforms under SAP I and II, the Chadian authorities decided to pursue and intensify the measures taken with a view to preparing the economy for the oil era, creating conditions for sustainable growth, and reducing poverty. The programme aimed at contributing to: (i) raising real annual income per capita growth rate to at least 4% for the 2002-2003 period; (ii) reducing the impact, severity and scale of poverty from 2002 to 2003; and (iii) preparing, adopting and implementing the national strategy of good governance. The programme comprises three components: (i) removal of constraints to growth; (ii) strengthening of good governance; and (iii) targeted measures for reducing poverty in pre-defined priority sectors.
