The project is part of the German development cooperation priority of decentralization and good governance and is a continuation of the current first phase of the Programme d'Investissement et de Capacitation pour les Collectivités Territoriales (PICCT I) of the German-Nigerian Financial Cooperation and builds on its experiences and results. The aim of the FC measure continues to be the sustainable use of the infrastructure provided in accordance with the needs of the population and thus an improvement in living conditions in the Tillabéri, Tahoua and Agadez regions. The beneficiary municipalities provide social, economic and administrative infrastructure geared to the needs of the population (component I) and build up the necessary capacities with the help of (1) the practical support of the experienced project sponsor Fonds dInvestissement des Collectivités Décentralisées (FICOD) and (2) the improved training and further education offers of the national training centre for local authorities (Centre de Formation en Gestion des Collectivités Territoriales, CFGCT) (component II). In the medium term, local authorities, in particular regional administrations, can access an effective national transfer mechanism to finance public infrastructure (component III). A planned overlap in the implementation of PICCT I and II is intended to exploit synergies and efficiency gains.
