Description | The aim of the EcoCasa program is to contribute to the Mexican government's efforts to reduce CO2 emissions in the new construction sector (goal of the FC measure). The project includes the provision of various financing mechanisms to promote particularly energy-efficient condominiums/houses (component 1) and rental apartments (component 2). Reducing the energy consumption of the rapidly growing Mexican population makes a significant contribution to increasing the sustainability of the energy system in Mexico (DC program objective). The direct beneficiaries of the program are low- and middle-income households in Mexico (target group). The borrower and program sponsor is the state development bank Sociedad Hipotecaria Federal (SHF). The EcoCasa program is being implemented as part of the Supported NAMA for energy-efficient residential buildings (new construction), a project supported by TC through the Mexican-German NAMA program (BMUB-IKI) that was launched on the occasion of COP 17 of the Framework Convention on Climate Change. As shown in Part A of the joint report on the focus on energy, the BMZ is already supporting some of the activities formulated in the NAMA concept through technical cooperation. The Federal Government is thus one of the first governments worldwide to provide financial support for the implementation of a Supported NAMA in the housing sector. The FC measure builds on the existing TC commitment in the sector. The FC module proposed here is follow-up financing to the development loan program for renewable energies, energy efficiency and environmental protection (EcoCasa) (BMZ No. 2011 66 164) in the amount of EUR 80 million in USD equivalent, which was signed in July 2013 and fully paid out at the end of May 2014. |
