Description

The aim of the investment measure is to permanently locate the two key institutions in fisheries management, the Coast Guard (Garde Côtes Mauritanienne, GCM) and the Oceanographic Research Institute (Institut Mauritanien de Recherches Océanographiques et de Pêches, IMROP) at the joint site Tours Bleues in Nouadhibou (Complexe Opérationnel et Scientifique des Tours Bleues - COS for short) and to equip them there with the infrastructure they need to carry out their scientific and sovereign tasks. With its estimates of fish stocks and the derivation of sustainable maximum catch quantities, the Oceanographic Institute provides the basis for the preparation of management plans by the Ministry of Fisheries MPEM and the monitoring of stocks. The Coast Guard, in turn, registers catches by fish species and quantity and monitors compliance with the license agreements. In addition, it combats illegal, unregulated and unreported (IUU) fishing activities. Activities - Component 1 Construction of the Complexe Opérationnel et Scientifique des Tours Bleues (COS) in the south of the city of Nouadhibou. The complex will cover an area of approximately 20 hectares and will mainly include the administrative buildings of the two institutions, the IMROP laboratories and a conference centre. - Component 2 Scientific part and strengthening of research
