Description | The FC program to promote energy efficiency and access to energy comprised three components: 1) the modernization of the network infrastructure at distribution level, 2) the installation of prepayment and smart electricity meters, and 3) grid connection in urban areas. Components 1 and 2 contributed to reducing technical and non-technical electricity losses, while component 3 increased the grid connection rate in Senegal. The aim of the FC program was therefore to increase supply-side energy efficiency, avoid CO2 emissions, and improve access to energy services. The components were implemented in nine district towns in Senegal and in Dakar. The target group was current and future electricity consumers (private households, companies, public institutions) in this project area who would benefit from a more efficient and reliable electricity supply, as well as those households who gained access to electricity for the first time through the planned grid connection (component 3). The audit of the FC program revealed a financing requirement of around EUR 60 million. This was initially financed through an FC grant of EUR 37 million and a contribution of around EUR 3 million from the Senegalese partners. A further EUR 20 million was checked for reserve and included in our proposal for the 2015 framework plan. The recipient of the German contribution was the Senegalese state. The state passed the FC funds on to the project sponsor, the state-owned energy company Senelec (Société Nationale dÉlectricité du Sénégal). |
