The FC program to strengthen central governance structures aims to contribute to increased efficiency and transparency in public administration, particularly in the financial sector, through improved information management. A major obstacle to the implementation of the ambitious reform goals of the Beninese government continues to be the lack of networking in public administration, particularly in the decentralized administrative structures and municipalities. Due to a lack of connection, existing IT applications in the area of public finance (e.g. for budget planning, procurement) can only be used to a limited extent, which results in delays, inefficiencies and a lack of transparency in data processing. In the future, all IT applications in the administration are to be web-based, so that the establishment and expansion of a reliable and secure government network is a fundamental prerequisite for their use. The second phase of the PRSCG therefore aims to create a reliable and secure data network for public administration, particularly in the financial sector, which will be used to introduce web-based IT applications. The target group of the project are the employees of the central and decentralized state authorities in Benin who use the national network and its applications, as well as the Beninese population, who benefit from more efficient and transparent administrative action. The project is being carried out by the Agence des Services et Systèmes dInformation (ASSI), and the Ministry of Finance is assuming a control and monitoring function. The financial contribution for the second phase amounts to EUR 14.3 million.
