The FC program to strengthen central governance structures aims to contribute to increased efficiency and transparency in public administration, particularly in the financial sector, through improved information management. A key problem of the Beninese administration is the lack of networking both between the ministries in Cotonou and with the decentralized state agencies and municipalities. This means that existing IT applications in the area of public finance (e.g. for budget planning, payment management, procurement) can only be used to a limited extent at the decentralized and decentralized level, which results in delays, inefficiencies and a lack of transparency in data processing. In the future, all IT applications in the administration will be web-based, so the establishment of a reliable and permanent government network is a fundamental prerequisite for their use. The project therefore includes the establishment of a network for the administration between the ministries and authorities at the central government level and with the decentralized authorities of the Ministry of Finance at the prefecture and municipal level, as well as a national data center. In addition, selected IT applications (procurement software SIGMAP and IP telephony) are supported in order to directly add value to the financed government network. In a second phase (stock check), the connection of other public bodies is planned (municipal administrations, tax authorities, etc.). The project is sponsored by the Agence des Services et Systèmes dInformation (ASSI), and the Ministry of Finance assumes a control and monitoring function. The financial contribution for the first phase amounts to EUR 10.0 million.
