Description

As part of Rwanda's decentralization policy, the FC measure supports the Rwanda Local Development Support Fund (RLDSF, formerly CDF), which finances municipal infrastructure measures at district level and supports the districts in planning, implementing and monitoring infrastructure projects. The FC measure completes the program proposal Part A and Part B TZ module from December 2011. The projects to be implemented come from the district development plans of the municipalities drawn up with the involvement of the population and their elected representatives (at Umudugudu, cell, sector and district level) and serve the needs of the local population nationwide in all 30 districts. In selecting them, priority is given above all to those projects that promote the development of the local economy and can therefore contribute to poverty reduction. The RLDSF was established in 2011 as the successor to the Common Development Fund (CDF) and manages the funds of several donors for local development in the decentralization area. In addition to direct investments in local infrastructure projects, the FC contribution will also finance consulting services to strengthen the institutional capacities of the RLDSF, which will also benefit the districts via the RLDSF. The aim of the project is to improve the supply of municipal infrastructure in the districts, which will be identified with the participation of the population and used by them to promote local economic and social development. The target group is the entire population of Rwanda in the 30 districts. The total cost of the project depends on the available financing volume. The FC contribution amounts to EUR 4 million.
