The project Support for Decentralization and Good Governance - LODA is the seventh phase of a series of projects. Since the administrative capacities of the districts can only be improved gradually and over a longer period of time, the FC measure, which was designed as a series of projects, continues to be highly relevant, particularly with regard to the administrative dimension of decentralization. As part of Rwandan decentralization policy, the FC measure supports the LODA institution, which finances local infrastructure projects at district level and supports and advises the districts in the planning, implementation and operation of these projects. The aim of the project is to (i) contribute to poverty reduction by improving the general living conditions of the target population and (ii) to improve the administrative services of the districts in terms of effectiveness, efficiency and transparency (dual objective). LODA is responsible for implementing funds from several donors and the Rwandan government. The infrastructure projects originate from the District Development Plans drawn up with the involvement of the population and their elected representatives. The FC measure serves the needs of the local population in all 30 districts nationwide. In accordance with the project concept, the focus is on individual projects that contribute to the sustainable economic development and socio-economic development of rural areas. In addition to investments in local infrastructure projects, the FC contribution also finances consulting services to strengthen the administrative capacities of the districts and LODA. The target group is the entire population of Rwanda (approx. 11.7 million people). The FC contribution amounts to up to EUR 12.0 million.
