As part of Rwanda's decentralization policy, the FC measure supports the Local Administrative Entities Development Agency (LODA), which finances municipal infrastructure projects at district level and supports the districts in planning, implementing and monitoring these projects. Together with the TC measures, the project is embedded in the German program to support decentralization and good governance. The projects to be implemented come from the district development plans of the municipalities, which were drawn up with the involvement of the population and their elected representatives (at village, cell, sector and district level), and serve the needs of the local population nationwide in all 30 districts. In selecting them, priority is given to those projects that promote the development of rural areas and the local economy and can contribute to poverty reduction. LODA is responsible for implementing funds from several donors and the Rwandan government. In addition to direct investments in local infrastructure projects, the FC contribution also finances consulting services to strengthen LODA's institutional capacities. The manuals and systems developed, for example for infrastructure maintenance and monitoring, also benefit the districts via LODA. The aim of the project is to improve the supply of the population in Rwanda's districts with relevant and needs-based infrastructure. The target group is the entire population of Rwanda in the 30 districts (approx. 11.7 million people). The FC contribution for the financing of the individual projects amounts to EUR 12 million.
