Description | Even though selected core services provided by municipalities have improved, the rural population in particular still has inadequate access to government services and little opportunity to influence locally relevant decision-making processes (core problem). The FC measure contributes to improving the population's equal access to adequate and sustainable basic services through the national financial transfer mechanism FADeC in accordance with the principles of good governance (module objective). It is a continuation of the FC commitment within the framework of the previous phases of the project. The experience from phases I to IV (BMZ numbers 200666438, 201065739, 201365089, 201667179) will be used in particular in the area of further developing the FADeC mechanism and strengthening local good governance. The project supports the COVID19 strategy of the Beninese government. The project is basket financing. The module contributes directly to the current development cooperation programme, which aims to transfer political, administrative and fiscal responsibilities to decentralised local authorities and enable them to provide better and, above all, needs-oriented services, especially for the poorer population. |
