The project started from Sunjiagou, Niujie Town, Yanliang County, and ended in Beizha Town, Zhaotong City, with a total length of 141.25 kilometers. The whole line was built according to the standard of two-way four-lane expressway. The design speed is 80 km/h and the roadbed width is 24.5 m. Simultaneously, the first grass road construction standard is used to build a small grass dam connection line of 26.54 km, the design speed is 60 km/h, and the roadbed width is 20 m; the estimated total investment is 25.976 billion yuan. The project is divided into the first phase and the second phase of the project. The first phase of the project is from Liangliangzi to Zhaotong. The total length of the route is 96.718 kilometers. The route starts from K144+600 and ends at K242+078.668 (H-1997.83 meters). The design speed is 80 km/h, and the design standard is two-way four-lane. SPV is Zhaotong Yizhao Expressway Investment and Development Co., Ltd., a JV between the sponsor China Water Resources and Hydropower Engineering No.14 Engineering Co., Ltd. (51 %), and the government companies Zhaotong Expressway Investment Development Co., Ltd. (33.53 %) and Zhaotong Highway Investment Co., Ltd. (15.47 %). Total project cost is $ 3.804 billions. The BOT concession has a duration of 33 years.
