The program aims to support the growth of Timor-Leste’s financial sector by strengthening the capacity of BCTL and FI staff, MSMEs and local training and BDS providers by creating a new benchmark for training quality, training content and training frameworks in the sector. The project will be implemented through the following components: Component 1: Support to BCTL (i) Assist BCTL in developing a training approach and roadmap for the development of the BCTL Institute. (ii) Build BCTL’s internal training capacity by upskilling BCTL’s staff in select technical and behavioral topics, training facilitation, instructional design and/or coaching. (iii) Identify potential local and international partners for the Training Academy (including certification bodies). Component 2: Support to Financial Institutions (i) Conduct a skill mapping to assess key skills gaps (technical and behavioral) across the financial services sector in Timor-Leste (initially focusing on the Banking and MFI sectors). (ii) Develop select training modules to be delivered to FI staff under the BCTL Training Academy. (iii) Build capacity of select FI staff in training facilitation, instructional design and/or coaching. Component 3: Support to MSMEs (i) Identify and prioritize modules to build financial and business management skills of MSMEs. (ii) Develop training content on financial and business management for MSMEs (to be delivered through the Training Academy and/or select FIs to their MSME clients). (iii) Pilot delivery of training to MSME clients through the Training Academy or local FIs. (iv) Launch an annual Women in Business Awards ceremony in partnership with the Timor-Leste Women's Business Association to recognize women, organizations and initiatives that have successfully enhanced financial inclusion,women economic empowerment and gender inclusion in the country. Component 4: Support to Local Training and BDS Providers (i) Conduct a review of supply-side constraints in the financial services training sector, covering both in-house training services of banks and training organizations providing training services to banks and develop an ecosystem mapping. Assess skills gaps among local training and BDS providers using IFC’s proprietary Learning Diagnostic Tool. (ii) Build capacity of local training providers in training facilitation, instructional design and coaching through the delivery of IFC’s Training or Trainers, Training of Assessors and IFC-LPI Trainer Performance Monitoring & Assessment (TPMA) certification. (iii) Certification of Master Trainers and Assessors in the country to ensure a sustainable solution to building capacity of local training service providers.
